Original documents: Carry originals only for in-person visits — do not hand them over permanently unless explicitly required.
Identify whether you need (a) a character/conduct certificate from your local police station (for domestic employment or admission), (b) a Police Clearance Certificate (PCC) from Passport Seva for foreign immigration/visa, or (c) a character certificate from a Gazetted Officer (for purposes where police verification is not mandatory). For PCC for immigration, apply online via the Passport Seva portal.
For local police character certificate: visit the local police station (where you reside) and submit the written application with identity proof, address proof, and photographs to the Station House Officer (SHO) or the officer designated for character certificates. Some states (e.g., Maharashtra, AP/Telangana) allow online applications through their state police portals. For PCC: apply online at passportindia.gov.in, pay ₹500, and book an appointment at the Passport Seva Kendra.
The SHO assigns a constable or Sub-Inspector to conduct a field enquiry. The officer visits the applicant's home address, verifies identity, checks local crime records, and interviews neighbours or local contacts as needed. For PCC through Passport Seva, a digital police verification is conducted through the District SP office.
Based on the verification report and police records check, the SHO (for local character certificates) or the Superintendent of Police (SP) / DSP (for PCC or formal employment verification) signs and seals the character certificate. If any adverse record is found, the certificate may state it or be denied.
For local police character certificate: collect the signed, stamped certificate from the police station. For PCC via Passport Seva: download the digitally signed PCC from passportindia.gov.in or collect it from the Passport Seva Kendra. For Gazetted Officer certificate: the officer directly issues and signs the certificate on official letterhead.

Foreign embassies and immigration authorities require a Police Clearance Certificate (PCC) issued by the Passport Seva / Regional Passport Office via the Ministry of External Affairs system. A local police station character certificate is NOT accepted for immigration purposes. Use passportindia.gov.in for the PCC.
The character certificate is issued by the police station of your current residential address. For multi-city applicants who have lived in multiple cities, some employers or immigration authorities require certificates from all states of residence. Check with the recipient institution for how many years' period and how many locations need to be covered.
Police verification involves checking national crime databases (including CCTNS). Any FIR, charge sheet, or conviction on record — even if not declared by the applicant — will be found. Concealing a criminal record on the application is an offence. Disclose honestly and consult a lawyer if you have any record before applying.
While a certificate from a Gazetted Officer is quicker and does not require police verification, it is not accepted for police/paramilitary employment, security clearances, immigration, and certain banking roles. These positions specifically require a police-verified character certificate.
PCC processing through Passport Seva typically takes 2–3 weeks after the appointment. Many embassies require the PCC to be recent (not older than 3–6 months) at the time of visa application. Apply for the PCC at least 6 weeks before the visa application deadline.
