Who should use this process

  • The applicant must be a permanent resident of the state for a minimum period specified by the state (commonly 10–15 years; some states require only birth in the state)
  • The applicant must be a citizen of India
  • The applicant must have originated from (or be born in) the state or district where the certificate is sought
  • Minor children may apply through their parent or guardian if the parent satisfies the nativity criteria
  • In some states, nativity is determined by the place of birth even if the applicant does not currently reside there

Who does NOT need to apply

  • Persons who have permanently migrated to another state and have acquired domicile or nativity certificate from that state are generally not eligible in the original state
  • Foreign nationals are not eligible for nativity certificates
  • Persons who have never resided in or been born in the state cannot obtain a nativity certificate for that state
  • Nativity certificate should not be confused with domicile / residence certificate — some states treat them as distinct documents with different eligibility criteria

Step-by-step guide

    Obtain the application form from the state e-District portal or Tahsildar office

    Visit the state's e-District portal or the Meeseva / Jan Seva Kendra / Common Service Centre (CSC) to download or obtain the nativity certificate application form. Many states (Tamil Nadu, Telangana, Karnataka, Kerala, Rajasthan, etc.) allow online applications through their respective state portals. Alternatively, collect the physical form from the Tahsildar or Revenue Divisional Officer (RDO) office in your jurisdiction.

    Fill and submit the application with supporting documents

    Complete the application form accurately with your name, address, date of birth, and the purpose for which the certificate is required. Attach self-attested copies of all supporting documents: Aadhaar, birth certificate or school records, proof of residence, and any other state-specific requirements. Submit online by uploading documents on the e-District portal, or submit in person at the Tahsildar or Village Revenue Officer's office along with physical photocopies.

    Pay the application fee

    Pay the prescribed fee online (net banking, UPI, debit card) if applying via the e-District portal, or pay in cash at the revenue office and obtain a receipt. Fee ranges from ₹10 to ₹50 depending on the state. Note the application reference number / acknowledgement for tracking.

    Field verification by revenue official

    The Tahsildar or Village Administrative Officer (VAO) / Village Revenue Officer (VRO) may conduct a field inquiry or interview to verify that the applicant is indeed a native of the state or district. In some states this is a formal process; in others it is a desk verification of documents. Ensure you are available on the contact number provided in the application during this stage.

    Collect the nativity certificate

    Upon completion of verification, the Tahsildar issues the digitally signed nativity certificate. For online applicants, download the certificate from the e-District portal once the status shows 'Issued'. For offline applicants, collect it from the Tahsildar or Village Revenue Office. The certificate is typically printed on government letterhead, signed by the issuing officer, and bears an official seal. Check all details for accuracy before leaving the office.

The primary issuing authority for nativity certificates. The Tahsildar verifies documents, may direct the VAO to conduct field inquiry, and issues the final certificate under their official seal.

Things to watch out for

Jurisdiction matters — apply in the correct district

A nativity certificate must be applied for in the Tahsildar's jurisdiction where you or your ancestors originally belong. Applying in the wrong district will result in rejection; the Tahsildar has no authority to certify nativity for another district.

Purpose must be specified correctly

The purpose for which the certificate is required (college admission, government job, scholarship, emigration) must be stated in the application. Certificates issued for one purpose may not be accepted for another; some institutions insist on a fresh certificate that names their specific purpose.

State-specific definitions of 'nativity' vary widely

Some states define nativity by place of birth, others by place of father's origin, and others by the period of residence. Read the specific state rules before applying to ensure you meet the eligibility criteria, or you may waste time and money.

Attestation and apostille may be needed for foreign use

If the nativity certificate is required for emigration or use in a foreign country, it must be attested by the State Home Department and apostilled by the Ministry of External Affairs in New Delhi before it is accepted abroad.

Validity period varies

Most nativity certificates are issued as permanent documents with no expiry date, but certain institutions or states specify a validity of 6 months to 1 year. Confirm the validity requirement of the institution requesting the certificate before applying.
