Understanding Change of address / jurisdiction in RC — Form 33

Update your address or RTO jurisdiction in your Registration Certificate when you relocate.

Who applies

Any vehicle owner who has changed their residential address (within the same RTO jurisdiction or to a new RTO within the same state) and needs to update the address on the RC; or an owner relocating to a different RTO jurisdiction within the same state who needs to transfer the vehicle's registration to the new RTO.

Typical time

7–21 working days for the updated RC to be issued; inter-jurisdiction transfers within the same state may take up to 30 days.

Fee

₹150–₹300 for address change (varies by state and vehicle type); additional fee for inter-RTO transfer within the same state (approx. ₹200–₹500). No road tax differential for transfers within the same state.

Who should use this process

  • The vehicle must be registered in India and have a valid RC.
  • The address change/jurisdiction transfer is for the owner's residential relocation within the same state.
  • For inter-RTO (same-state) transfer, the vehicle must not have an active hypothecation unless the bank's NOC for transfer is provided.
  • The vehicle must have valid motor insurance and a PUC certificate.
  • All outstanding road tax dues must be cleared before the update is processed.
  • If the vehicle is being transferred to a different state, a separate NOC process applies (see Process 048).

Who does NOT need to apply

  • Change of address to a different state is not covered by Form 33 alone — it requires an NOC from the current RTO (Process 048) followed by re-registration in the new state.
  • Vehicles with an expired RC cannot have their address changed until the RC is renewed.
  • If the hypothecation entry exists, the bank's consent may be required for inter-RTO transfer.

Step-by-step guide

    Log in to Vahan portal and initiate address change

    Online

    Visit vahan.parivahan.gov.in and log in. Select 'Citizen Services' → 'Vehicle Registration' → 'Change of Address'. Enter the vehicle registration number and fill in Form 33 with the new address details.

    Upload supporting documents

    Online

    Upload scanned copies of the new address proof, identity proof, insurance certificate, and PUC certificate. If the vehicle has a hypothecation and is being transferred to a new RTO, upload the bank NOC as well.

    Pay the address change / transfer fee

    Pay the applicable fee online through the Vahan portal. Retain the payment receipt.

    Visit the new RTO for document verification and vehicle inspection (for inter-RTO transfers)

    For transfers to a new RTO jurisdiction within the same state, visit the new RTO with all original documents. A Motor Vehicle Inspector may inspect the vehicle's chassis/engine number. Submit the original RC.

    Receive updated RC with new address

    The new smart-card RC reflecting the updated address (and new RTO code, if transferred) is dispatched by India Post Speed Post to the new address within 7–21 working days. The digital RC in DigiLocker is also updated.

Things to watch out for

Same-state transfer is different from inter-state transfer

Form 33 covers only address changes or RTO transfers within the same state. If you have relocated to a different state, you need an NOC from the current state RTO (Process 048) and then re-register in the new state. Using Form 33 for inter-state cases will result in rejection.

Insurance address should also be updated

Many vehicle owners forget to update their address with the insurance company after an RC address change. This can create complications during claims — particularly for garage-linked or location-specific policies. Update your insurance company's records after the RTO update.

New registration number is not assigned on same-state transfers

When transferring to a new RTO within the same state, the vehicle retains its original registration number. Only on a full inter-state transfer (after NOC and re-registration) does the vehicle get a new state-code registration number.

Bank NOC required for hypothecated vehicles

If your vehicle has an active loan, the bank has a charge on the RC. Some banks require you to notify them of any change in vehicle location or jurisdiction. Failure to get their NOC for an inter-RTO transfer can result in rejection of the Form 33 application.

Clear e-challans before filing

The Vahan system checks for outstanding e-challans linked to the vehicle registration number. Pending challans may block the address change application. Check and pay all challans on the Parivahan portal before initiating the Form 33 process.
