Understanding EPF partial advance withdrawal — Form 31

Withdraw a partial EPF advance for medical emergency, marriage, home purchase, or education.

At a glance

Jurisdiction

Central — Employees' Provident Fund Organisation (EPFO), Ministry of Labour and Employment

Who applies

Any active EPF member (currently employed) or member who has left employment and wants to withdraw a partial advance from their EPF account for a specific permitted purpose.

Typical time

Online claim (Aadhaar-seeded): 3–10 working days. Offline claim: 20–30 working days.

Fee

Nil — no processing fee. Withdrawn amount is taxable as income if conditions for tax-free withdrawal (5 years of service) are not met for the specific advance type.

Who should use this process

  • Must be an EPF member with an active UAN.
  • Aadhaar and bank account must be seeded and employer-approved under KYC.
  • Purpose must be one of the permitted advance reasons under EPF Scheme para 68B to 68N: medical emergency, housing (purchase, construction, or repayment), marriage/education, COVID-19 advance, pre-retirement.
  • Service eligibility varies by purpose: e.g., housing advance requires 5 years; marriage/education requires 7 years; medical emergency has no minimum service requirement.
  • Amount limits differ by purpose: medical (6 months' wages or own + employer contribution, whichever is lower); housing (up to 90% of corpus subject to caps).
  • A member can avail of most advances only a limited number of times in a lifetime (e.g., housing advance: once).

Who does NOT need to apply

  • Members who do not meet the minimum service length for the specific advance purpose.
  • Advances for purposes not listed under EPF Scheme para 68B–68N.
  • Members with EPF accounts in exempted PF trusts must apply to their trust, not EPFO.
  • A second advance for the same purpose (e.g., a second housing advance) is generally not permitted.

    Employer verification and EPFO processing

Things to watch out for

Advance amount limits are strictly enforced

Each advance category has a statutory ceiling. For example, medical advance is limited to 6 months' basic wages plus DA or member's own contribution, whichever is lower. Requesting more than the allowed limit will result in automatic reduction or rejection.

Most advances are permissible only once or twice in a lifetime

Housing advance (para 68B) can be taken only once; marriage/education (para 68K) is limited to three times during a member's entire EPF membership. Filing a second claim for a once-allowed purpose will be rejected.

Active employees need employer approval — delays are common

For members still in service, the claim must be approved by the current employer on the EPFO employer portal. Employers who are slow to act or who have changed their PF nodal officer can delay approval by weeks.

Partial withdrawal does not reset the 5-year tax-free threshold

Partial advances are tax-free for specific purposes (e.g., medical). However, withdrawing early and later taking full settlement before 5 years of total service can make the entire corpus taxable. Take tax advice before combining advance and final settlement.

Advance reduces retirement corpus permanently

Unlike a loan, an EPF advance is a non-refundable withdrawal. It permanently reduces your EPF balance and impacts long-term compounding. Use it only when genuinely necessary.
