Who should use this process

  • Any person can download or view an RTC/Pahani/7-12 online — it is a public record
  • For certified extracts (admissible as evidence), the owner or any interested party can apply at the Taluk/Tehsil office or online
  • Agricultural land records are maintained survey-number-wise; applicant must know the survey/khasra number and village/taluk
  • The extract shows current owner of record — if mutation has not been done after a sale, old owner's name appears
  • For tenancy columns (if land is cultivated by someone other than the owner), the tenant's name also appears in the RTC

Who does NOT need to apply

  • Urban property records are maintained separately (Khata/property card) — RTC is for agricultural/rural land only
  • In some newly urbanised areas, land records may have been transferred from revenue records to municipal records — check both
  • RTC does not show encumbrances, mortgages, or court attachments — obtain separate EC for encumbrance check

    Identify the correct land records portal for the state

    Each state maintains its own land records portal. Karnataka: landrecords.karnataka.gov.in (Bhoomi); Maharashtra: mahabhulekh.maharashtra.gov.in (7/12, 8A); UP: upbhulekh.gov.in; AP: meebhoomi.ap.gov.in; Telangana: dharani.telangana.gov.in; Rajasthan: apnakhata.raj.nic.in; Punjab/Haryana: jamabandi.nic.in.

    Navigate to 'View RTC' or 'Pahani / 7-12 Extract' section

    On the state portal, find the section for RTC (Karnataka), Pahani (AP/Telangana), 7/12 Satbara (Maharashtra), or Jamabandi (Punjab/Haryana). Select the option to view or download the extract for a specific survey number.

    The extract is displayed showing the survey number, extent (area), landowner name(s), nature of land, water source, crop details (current season), encumbrances column (loans — loans shown through mutation), and tax/revenue details. Download or print the extract.

    Obtain digitally signed certified copy (for legal / bank use)

    For submission to courts, banks, or government offices, a digitally signed certified extract is required. On Karnataka's Bhoomi portal, choose 'Certified RTC' — pay the fee online and a digitally signed extract is generated instantly. In Maharashtra, the e-7/12 with digital signature is available on mahabhulekh.maharashtra.gov.in.

    Alternatively, obtain certified copy from Taluk/Tehsil office (offline)

    Visit the Taluk Land Records office (Karnataka) or Tehsil office (other states). Submit a written application with the survey number and village details. Pay the prescribed fee. The Village Accountant (VA) or Karyalaya Tahsildar prepares and certifies the RTC/Pahani extract within 1–3 working days.

    Verify extract details and cross-check with mutation records

    Read the RTC carefully: verify owner name, area (in acres/guntas or hectares), nature of land, water source, and encumbrance columns. Cross-check with the mutation (pahani khata) records to ensure all previous transactions are reflected. If the name has not been updated after a recent sale, apply for mutation immediately.

Things to watch out for

RTC is not proof of absolute title — courts have limited weight for it

An RTC extract is a revenue record, not a title deed. Courts and banks consider it along with registered sale deeds and EC. If the RTC shows a different name than the registered deed, mutation needs to be done. Never rely solely on RTC for title verification.

Online RTC is not always updated in real time

Mutations take time to reflect in the online portal. After purchasing agricultural land and getting the mutation approved, it may take 15–90 days for the RTC to be updated online. For due diligence, request a fresh certified copy from the Taluk office.

Encumbrance (bank loan) column in RTC is often unreliable

The mortgage/loan column in RTC is updated only when the bank initiates a mortgage mutation. Many bank loans are not reflected in the RTC. Always obtain a separate Encumbrance Certificate for rural/agricultural property to check for loans.

Land use and conversion status must be checked separately

The RTC shows the classification of land (dry, wet, garden, etc.). It does not indicate whether conversion from agricultural to non-agricultural has been granted. Check the conversion order separately if the land is intended for non-agricultural use.

Multiple owners / undivided shares are complex

When land is owned jointly (ancestral property, family land), the RTC shows all co-owners. Purchase of such land requires consent from all co-owners, and partition/mutation must be done before a clear title can be conveyed.

Bhoomi / AnyROR portal may have technical outages

State land records portals frequently experience downtime, especially during server migrations or updates. If the portal is unavailable, use the Bhoomi kiosk at the Taluk office or obtain a manual certified copy from the Village Accountant.
