Before applying for building plan sanction, map all NOCs required. Use the development authority's checklist or local by-laws. Key triggers: height above 15 m → Fire NOC; within airport radius → AAI NOC; coastal area → CRZ clearance; built-up area above 20,000 sq m → Environmental clearance. Some states have single-window clearance systems.
Submit the building plan with fire safety layout to the State Fire Department (online in most major states — Maharashtra, Karnataka, Delhi have online portals). Pay the prescribed fee based on building type and area. A Fire Officer inspects the site and plans. On approval, the Fire NOC is issued with conditions for fire safety installations.
Visit the NOCAS portal (nocas.aai.aero) and create an applicant account. Submit the project location (latitude/longitude), proposed height above mean sea level, and structure type. AAI automatically checks against the Obstacle Limitation Surface (OLS) for the nearest airport and issues NOC or rejection online.
Register on the Parivesh portal (parivesh.nic.in). Submit Form 1, project category details, and EMP. For Category B projects, the State Environment Impact Assessment Authority (SEIAA) reviews the application. A Technical Expert Committee (TEC) may inspect the site. Public hearing may be required for large projects. EC is issued with conditions.
Submit the building plan, water demand calculation, and ownership documents to the local water supply board. In Bengaluru, apply at BWSSB (bwssb.gov.in). In Mumbai, apply at BMC water supply department. The board assesses feasibility of water and sewerage connection and issues an NOC specifying connection size and any development charges payable.
For projects in Coastal Regulation Zone, apply to the State Coastal Zone Management Authority (SCZMA) with site maps, survey coordinates, and proposed plan. The authority verifies compliance with the CRZ Notification 2019 and issues clearance if the project meets setback and other norms.
Once all required NOCs are obtained, compile them along with the building plan drawings, structural stability certificate, and ownership documents and submit to the development authority / municipal corporation for building plan sanction.

The list of mandatory NOCs varies significantly by state, city, building height, use category, and location. Obtain the specific NOC checklist from the local development authority before starting design — adding NOC-specific design features (fire staircases, hydrant rooms) retroactively is expensive.
Commencing construction before obtaining EC for a project that requires it is a criminal offence under the Environment Protection Act and can lead to demolition orders, closure, and heavy fines. Do not break ground before EC is in hand for applicable projects.
Fire NOC must be renewed annually or every 3–5 years depending on the state. Many buildings operate with expired Fire NOCs, which can result in demolition/closure notices and, more critically, uninsured liability in case of fire.
Even additions of rooftop structures (antennas, solar panels, water tanks) near airports can violate height restrictions and require fresh NOCAS clearance. This is frequently overlooked and can result in AAI directing demolition of the offending structure.
Most NOCs have a validity of 1–3 years. If construction is delayed, NOCs may expire before the Occupancy Certificate is obtained, requiring fresh applications and fees. Build a buffer of at least 6 months between NOC grant and planned completion.
While many states have announced single-window NOC systems, implementation is uneven. In practice, applicants still need to visit multiple departments. Check the status of single-window systems in your city and use them if available to reduce delays.
