Who should use this process

  • Annual household income: EWS (up to ₹3 lakh), LIG (₹3–6 lakh), MIG-I (₹6–12 lakh), MIG-II (₹12–18 lakh)
  • Applicant or any family member must not own a pucca house anywhere in India
  • For EWS/LIG — woman must be the owner or co-owner of the house
  • For CLSS: must take a home loan from a bank, housing finance company, or NBFC
  • For Beneficiary-Led Construction (BLC): must own a plot of land in an urban area and need central assistance to build
  • Must be a permanent resident of an urban area or intend to settle in one

Who does NOT need to apply

  • Households with annual income above ₹18 lakh (MIG-II limit)
  • Households that already own a pucca house anywhere in India in the name of the applicant or any family member
  • Households that have already availed housing benefits under any other central housing scheme
  • Applicants who have already received PMAY-U benefit under a previous PMAY phase

    Check eligibility and apply online

    Visit pmaymis.gov.in and click 'Citizen Assessment — Apply Online'. Select the applicable component: CLSS for MIG/LIG, BLC for EWS/LIG with a plot, or AHP (Affordable Housing in Partnership) for EWS. Enter Aadhaar number and OTP for verification. Fill the application form with household details, income details, and the proposed housing.

    Submit application at Urban Local Body (ULB) or Common Service Centre

    Offline

    Print the completed application form and submit it at the Urban Local Body (municipal office) or the designated PMAY-U implementation office in your city. Carry originals and self-attested copies of all documents. In many cities, applications can also be submitted at CSC centres.

    ULB verification and list preparation

    Offline

    The ULB verifies submitted documents, conducts field visits to confirm housing deprivation, and prepares the list of eligible beneficiaries. This list is presented before the District Level Committee (DLC) or State Level Sanctioning and Monitoring Committee (SLSMC) for approval.

    For CLSS: approach a PLI (bank/HFC) for home loan

    Separately apply to a scheduled bank, housing finance company (HFC), or NBFC that is a PMAY-U Primary Lending Institution (PLI) for a home loan. The PLI processes the CLSS subsidy claim directly with NHB/HUDCO on behalf of the beneficiary. The interest subsidy (3–6.5%) is credited as upfront NPV reduction in the loan principal.

    Receive central assistance via DBT (for BLC/AHP component)

    For BLC component beneficiaries, central assistance of ₹1.5 lakh per household is released in installments by the MoHUA to the state/city, which then disburses directly to the beneficiary's Aadhaar-linked bank account (DBT) based on construction progress milestones verified through Geo-tagged photos.

Things to watch out for

Scheme has been revised for Phase 2 — check current eligibility norms

PMAY-U Phase 2 (2024–2029) has revised income limits, components, and subsidy structures compared to Phase 1. Always refer to the latest MoHUA circular on pmaymis.gov.in or mohua.gov.in for current rates.

Pucca house ownership anywhere in India disqualifies the applicant

The government cross-checks Aadhaar-linked property records nationally. Owning a pucca house in any city or village, even in another state, disqualifies the household. Providing a false declaration attracts criminal proceedings.

CLSS subsidy can only be claimed once in a lifetime

The Credit Linked Subsidy Scheme interest benefit is a one-time benefit per household. A family cannot claim it again if the first house is sold or if they apply through a different family member.

CLSS subsidy is net present value-based — upfront reduction in loan

The interest subsidy is credited as a lump-sum NPV reduction in the outstanding loan principal, not as a monthly EMI reduction. The actual EMI is recalculated by the bank after the NPV credit.

Geo-tagged photographs mandatory for BLC installment release

For BLC construction, each installment is released only after geo-tagged photos of the construction progress are uploaded by the ULB on the PMAY-U portal. Delays in photo upload delay fund disbursement.
