Who should use this process

  • BPL: Family's annual income below the state-prescribed poverty line (varies; roughly ₹10,000–₹27,000 per annum in rural areas and ₹13,000–₹33,000 in urban areas depending on the state and SECC data)
  • EWS: Family's gross annual income below ₹8 lakh per annum from all sources; applicable to persons not covered by any existing reservation for OBC, SC, or ST
  • EWS: Family must not own more than 5 acres of agricultural land; must not own a flat of 1,000 sq ft or more; must not own a residential plot of 100 yards or more in notified municipalities or 200 yards or more elsewhere
  • EWS: The certificate is used to claim the 10% EWS reservation in government jobs and educational admissions under the 103rd Constitutional Amendment

Who does NOT need to apply

  • Families already categorised under SC, ST, or OBC reservations are not eligible for EWS certificate (they have their own reservations)
  • Families owning property or assets exceeding EWS limits even if income is below ₹8 lakh
  • BPL: Families with a government employee, income-tax payer, or four-wheeler vehicle may be excluded under state-specific criteria

    Check eligibility and obtain the application form

    Visit the state's e-District portal or the Tehsildar / Revenue Office to obtain the prescribed application form for BPL card or EWS certificate. Some states have separate forms; confirm which applies. In many states, applications are accepted through CSC (Common Service Centres) or online via the state e-District portal.

    Fill and submit application with documents

    A Revenue Inspector or Patwari is assigned to verify the applicant's household conditions, assets, and income. The officer may visit the residence. Ensure you or a family member is available and that land records and documents are accessible for verification.

    Tehsildar review and certificate issuance

    The Tehsildar reviews the verification report and, if satisfied, issues the BPL card or EWS certificate with official seal. The certificate is either collected from the office, delivered via post, or downloadable from the state e-District portal using the reference number.

Things to watch out for

EWS certificate validity is financial-year specific

EWS certificates are typically valid only for the financial year in which they are issued. For recruitment or admission purposes, a fresh certificate for the relevant year is required. Do not use a previous year's certificate.

BPL list is survey-based and not always open for fresh additions

The BPL list is generated primarily from SECC (Socio-Economic Caste Census) data. New families are generally added only when the state conducts fresh surveys or through a grievance process. An application form alone does not guarantee entry into the BPL list.

SC/ST/OBC applicants cannot claim EWS simultaneously

The EWS reservation is exclusively for the general category (forward castes). If you belong to SC, ST, or OBC, you are not eligible for the EWS certificate even if your income is below ₹8 lakh.

Income must include all sources

Income from agriculture, business, salary, rent, and other sources must all be declared. Underreporting of income discovered during verification leads to rejection and can result in a false declaration complaint.

Income limits, asset criteria, required documents, and the issuing portal differ from state to state. Always verify the current criteria on your state's official Revenue or e-District portal before applying.
