Original documents: Carry originals only for in-person visits — do not hand them over permanently unless explicitly required.
Visit the Registrar's office of the issuing university or the board's regional office. Submit the original certificate along with a request letter. The university countersigns or stamps the certificate confirming it is genuine. Some universities offer this service online. This step is mandatory — state HRD departments will not accept certificates without university-level attestation.
Visit esanad.gov.in and create an account. Select the type of attestation required (Apostille for Hague Convention countries, or Normal Attestation for others). Fill in the applicant details, document details, and destination country. Book an appointment at your nearest MEA attestation centre. eSanad routes educational documents to the State HRD department first before MEA processes them.
On the appointment date, submit original documents (university-attested), eSanad application printout, Aadhaar copy, passport copy, and fee receipt at the designated State HRD office or through the state's facilitation centre. In some states (e.g., Maharashtra, Karnataka), you can also use an authorised agent. The State HRD Department verifies the university attestation and stamps / signs the document.
After collecting state HRD-attested documents, submit them at the MEA attestation centre (branches in New Delhi, Mumbai, Chennai, Kolkata, Hyderabad, Guwahati). MEA places an Apostille sticker (for Hague Convention countries) or a normal attestation stamp. MEA processes documents within 2–5 working days. Track status at esanad.gov.in.
If the destination country (e.g., UAE, Saudi Arabia, Kuwait) is not a Hague Convention signatory, you must additionally get the document attested by that country's embassy or consulate in India after MEA attestation. Contact the concerned embassy directly for fee and procedure. This step is not needed for countries like USA, UK, Germany, Australia (Hague signatories).
Collect documents from the MEA centre (in person or by courier if the MEA allows). Verify that the Apostille sticker or attestation stamp is correctly applied, includes the document date and seal, and that all details match. Apostille can be verified online at the Hague Conference website using the certificate number.

Apostille is valid only in the 120+ countries that signed the Hague Convention (USA, UK, EU, Australia). For GCC countries (UAE, Saudi Arabia, Qatar, Kuwait) which are NOT Hague signatories, you need MEA Normal Attestation followed by embassy attestation. Using Apostille for a non-Hague country will result in rejection abroad.
State HRD departments will reject documents that lack the university's countersignature or stamp. The attestation chain is strictly sequential: University → State HRD → MEA → Embassy. Skipping the first step delays the entire process.
eSanad provides digital verification that some countries and foreign universities accept instead of physical apostille. Confirm with the receiving institution abroad whether they accept eSanad before assuming physical attestation can be skipped.
MEA Apostille certificates do not expire, but some foreign embassies and employers require attestation done within the last 6–12 months. Check with the receiving country's requirements before applying; you may need fresh attestation if the document is old.
Several private document forwarding centres (DFCs) operate near MEA centres and offer end-to-end facilitation. Verify their authorisation on the MEA website before handing over original documents. Use only MEA-authorised DFCs to avoid document loss or fraud.
