At a glance

Jurisdiction

All of India — scheme administered by Ministry of Petroleum and Natural Gas through three Oil Marketing Companies (OMCs): Indian Oil Corporation (Indane), Bharat Petroleum (Bharat Gas), and Hindustan Petroleum (HP Gas); applications accepted at OMC distributors and Common Service Centres (CSCs)

Who applies

Women aged 18 years or above who are members of a Below Poverty Line (BPL) household and do not already have an LPG connection under any OMC; the connection is issued in the name of the woman of the household

Typical time

Application submission to connection release: 7–21 working days after document verification and approval by the OMC

Fee

Zero — the LPG connection is provided free of charge under PMUY; the government funds the security deposit (₹1,600 for one 14.2 kg cylinder) on behalf of the beneficiary; first refill may be provided at a subsidised rate depending on state government top-up schemes

Who should use this process

  • Applicant must be a woman aged 18 years or above
  • Household must belong to a BPL (Below Poverty Line) category; eligibility is determined by inclusion in one of the following lists: SECC-2011 data, PM Awas Yojana (Gramin) beneficiaries, SC/ST households, forest-dwellers and most backward class households, beneficiaries of Antyodaya Anna Yojana (AAY), tea and ex-tea garden tribe households, PMAY-G beneficiaries, or any state/UT BPL list
  • No existing LPG connection under any OMC at the household address (verified via Aadhaar-based deduplication)
  • Applicant must hold a valid Aadhaar number
  • Applicant must have an active bank account (can be opened as a basic Jan Dhan account if not already held)

Who does NOT need to apply

  • Households that already have an active LPG connection under any OMC in any family member's name at the same address
  • Women who do not belong to a BPL household as defined under PMUY eligibility criteria
  • Men — the connection must be issued in the name of the woman of the household
  • Applicants who cannot produce a valid Aadhaar card (Aadhaar enrolment must be completed first)
  • Commercial LPG users — PMUY covers only domestic connections

Step-by-step guide

  1. 1

Check eligibility and identify your BPL category

    Both

Visit pmuy.gov.in or the nearest CSC / OMC distributor to check if your household is eligible under PMUY. Determine which BPL list your household is included in (SECC-2011, AAY ration card, PMAY-G, SC/ST list, etc.). If included in SECC-2011, the OMC can verify eligibility directly from government data without a separate certificate.

  2. 2

Fill and submit PMUY application (Form 1) at distributor or CSC

    Both

Download Form 1 from pmuy.gov.in or collect it from the nearest Indane, Bharat Gas, or HP Gas distributor or CSC. Fill in the applicant's name, Aadhaar number, bank account details, BPL category, and address. Attach self-attested copies of supporting documents. Submit the completed form in person at the OMC distributor or CSC. The distributor or CSC operator will scan and upload documents to the OMC portal.

  3. 3

OMC verifies documents and conducts Aadhaar deduplication check

    Online

The OMC processes the application within 7 working days. An Aadhaar-based deduplication check is run to confirm no existing connection at the household. BPL status is verified against the relevant government database (SECC-2011, AAY list, PMAY-G list, etc.). If documents are found deficient, the distributor contacts the applicant with a specific list of missing or incorrect documents.

  4. 4

Receive approval and schedule connection delivery

    Offline

On approval, the OMC sends an SMS to the registered mobile number confirming approval and scheduling the connection delivery. The distributor contacts the applicant to confirm the delivery address and a convenient date. No security deposit is required from the applicant — the government pays it directly to the OMC.

  5. 5

    Receive connection installation at home

    Offline

The distributor's field technician visits the premises with the first LPG cylinder, ISI-marked pressure regulator, ISI-marked rubber tube, and the LPG consumer card in the applicant's name. The technician installs the equipment, checks for gas leaks, demonstrates safe usage, and hands over the consumer card. Sign the delivery receipt. Note the consumer number and registered mobile number for future refill bookings.

Link Aadhaar to bank account for ongoing subsidy under PAHAL

    Offline

Ensure your Aadhaar is seeded with your bank account at your bank branch so that the per-refill LPG subsidy is credited automatically (PAHAL / DBTL scheme). If using a Jan Dhan account, the bank will seed Aadhaar at account opening. Subsidy transfer typically happens within 2–3 working days after each refill purchase at market price.

Things to watch out for

Connection must be in the name of the woman of the household

PMUY mandates that the LPG connection be issued exclusively in the name of the woman of the household, not the male head of the family. If the application is submitted in a man's name, it will be rejected. The supporting documents (Aadhaar, bank account) must also be in the applicant woman's name.

Existing LPG connection at the address causes automatic rejection

If any member of the household at the same address already holds an active LPG connection (even under a different OMC), the PMUY application is rejected by the Aadhaar deduplication system. The existing connection must be formally surrendered with a surrender certificate before a PMUY application can succeed.

BPL certificate must match an approved PMUY eligibility category

A general BPL certificate from the gram panchayat may not be sufficient if the household does not appear in any of the approved PMUY lists (SECC-2011, AAY, PMAY-G, etc.). The OMC will verify the BPL category against specific government databases. If your name is missing from central databases, approach the BDO to get the name included in the relevant state BPL list first.

The first refill is not free — plan for the cost

While the connection itself (security deposit) is provided free, subsequent refills must be purchased by the beneficiary at the subsidised market rate. The subsidy is credited back to the bank account after purchase. Some state governments top up additional subsidy for PMUY beneficiaries; check with your district supply officer for state-level benefits.

Equipment misuse and tampered cylinders void the connection

Using counterfeit ISI seals, tampering with the cylinder or regulator, or using an LPG cylinder for commercial purposes can result in termination of the PMUY connection without compensation of the security deposit. Only use OMC-authorised ISI-marked equipment and change the rubber tube every two years as mandated.
